Min Qishuang, a lawyer and a deputy to the Shenzhen People's Congress (SPC), the city's legislature, spoke highly of the Shenzhen municipal government work report delivered by Shenzhen Mayor Qin Weizhong at the SPC's annual session on April 11.
"The report is inspiring and encouraging. It has long-term vision, in-depth analysis, powerful proposals, and warm care for the people's needs," Min said after hearing the report.
As a lawyer working in Luohu for years, Min feels emotionally attached to the district. The mayor mentioned in the report that the Luohu Port zone should be upgraded for closer and more productive cooperation with Hong Kong and Macao. This made her encouraged and more optimistic about the future development prospects of Luohu.
But Min thinks only upgrading is not enough to meet the future development needs. "The port zone should be rebuilt following a model involving the market, state-owned enterprises, and the government," she said.
The Luohu Port accounts for about 60% of the passenger flows between Shenzhen and Hong Kong. Min suggested Luohu try to extend the MTR East Rail Line to its port zone to provide Hong Kong with a new path to integrate into the national development.
She pointed out that the Luohu Port joint inspection building facilities are old with potential security risks. In addition, it takes a long time for customs clearance, and the evacuation criterion is not up to the standard. Therefore, it is challenging to meet the needs of Shenzhen-Hong Kong integration in the future.
Min said that Hong Kong residents tend to choose Shenzhen's Luohu district for medical treatment, residence, and education of their children. It can be noted that the Luohu Port zone is the best area to realize Shenzhen and Hong Kong's integrated development.
