Luohu held a rule-of-law publicity activity at the Ximen square of the KK-mall in the Guiyuan sub-district on Dec. 3.

Themed "litigation source management and multi-models of dispute mediation," the activity was organized to mark the annual National Constitution Day, which falls on Dec. 4.

At the inauguration ceremony, the Luohu District People's Court introduced its progress made in establishing a litigation source management and non-litigation dispute mediation center, and shared its experience in conducting pilot programs in this regard.

The center's establishment represents Luohu's latest effort to innovate its litigation source management model in a bid to solve conflicts at the source. Luohu also encourages social sectors to take part in dispute mediation so that the non-litigation disputes can be managed at different levels.

The litigation source management and non-litigation dispute mediation center is also called "Caiwuwei (a core commercial area in Luohu) litigation-free business circle."

The circle popularizes law-related knowledge and guides the business entities in Caiwuwei to choose friendly, convenient, and efficient ways to settle disputes between themselves and with customers. It also offers one-stop litigation services so that the people's concerns can be addressed, appeals expressed, and rights and interests protected.

Next, the Guiyuan sub-district office plans to make the mediation center a model for grassroots litigation source management.

During the activity, an awarding ceremony was held for the advanced units for their achievements in rule-of-law development last year, and a litigation-free agreement signing ceremony was also held for businesses in Caiwuwei. On-the-spot consultations and legal knowledge popularized through display boards were also available during the activity, so as to help the people develop a habit of resolving disputes through legal means and make the rule of law a social consensus.

Some officials of judicial and legal authorities of Shenzhen and Luohu attended the event.
