A briefing on the five-year achievements in developing the socialist rule of law with Chinese characteristics was held in Beijing on Sept. 12.

A briefing on the five-year achievements in developing the socialist rule of law with Chinese characteristics -- the fifth of a series of briefings on China's five-year achievements -- was held in Beijing on Sept. 12. Around 800 people, including government officials, military officers, executive officers of state-owned enterprises, university faculties and students, and representatives from the general public attended the briefing.

Wang Yongqing, secretary-general of the Commission for Political and Legal Affairs of the Communist Party of China (CPC) Central Committee, delivered a report at the briefing.

In his report, Wang said that General Secretary Xi Jinping has put forward a series of new concepts, ideas and strategies to develop the socialist rule of law with Chinese characteristics, featuring good laws and sound governance.

Wang emphasized that under the leadership of the CPC Central Committee with Xi as the core, China has achieved tremendous achievements in developing the socialist rule of law with Chinese characteristics. He summarized the progress from four aspects.

First, the implementation of the Chinese Constitution. In line with the idea of putting the people first in legislation and policymaking, China issued the General Provisions of Civil Law, and formulated and revised a series of laws with great significance in the law system in order to meet the demand of social economic development and of its people, thus improving the system of socialist laws with Chinese characteristics.

Second, the law-based government administration. China released a list of the powers of governments to ensure the decision-making process is carried out in accordance with the law. China carried out strict law enforcement on food and medicine, environmental protection, road traffic and other issues concerning the people's immediate interests, elevating the rule of law in the government's work to a higher level.

Third, judicial impartiality. China deepened the reform of the judicial system, avoiding interference on the judiciary by government powers in order to further strengthen the enforcement of justice for the people and judicial fairness. The building of a just, efficient and authoritative socialist judicial system safeguards the people's rights and interests, and with the improving judicial transparency, the people are now more satisfied with the equality and justice they have enjoyed.

Fourth, the observance of the law by all citizens. China built and strengthened the system that calls for the public to respect, study, abide by, and apply the law, in a bid to raise public awareness and improve the rule of law in social governance.

Wang also said that China will follow the path of socialist rule of law with Chinese characteristics and fully put into practice the guidelines from Xi's major addresses and the new concepts, ideas and strategies to develop law-based governance of China. Speeding up the building of a socialist country under the rule of law, China will provide strong legal support for achieving the Two Centenary Goals and realizing the Chinese Dream of great national rejuvenation.
