Xi made the remarks Thursday afternoon during his visit to a residential community and a school for training community cadres in the city of Changchun, northeast China's Jilin Province.
The level of modernization of China's system and capacity for governance is largely reflected in primary-level governance, Xi noted, stressing continuous efforts to consolidate grassroots-level social governance.
Party organizations should extend their work and services to the grassroots level to help improve community governance, Xi added.
