Opening up road-testing of ICVs

Changsha will become China's first prefecture-level city to implement regulations on testing ICVs, since the central government officially began supporting the tests earlier this year.

ICVs are interconnected smart vehicles with varying degrees of autonomous driving capabilities.

The new regulations provide details on the regulatory body and the assignment of responsibilities, the application requirements for road tests, examination and approval for application, road test management, and the handling of accidents.

Moreover, the new regulations divide the city's testing sites into different levels, giving better-developed ICVs access to more areas for road testing. To improve the efficiency of road test application, Changsha will assign the Administration of Intelligent System Test in Xiangjiang New District, a third-party organization, as the unified authority on the administrative procedures, which will largely simplify the application process and guarantee the enforcement of the new rules.
