The Political Bureau of the Communist Party of China (CPC) Central Committee on Friday held a meeting to discuss a draft report on the work of the government and deliberate several other documents.

Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

The draft government work report to be delivered by the State Council to the second annual session of the 13th National People's Congress was discussed at the meeting, which also reviewed a report on the major work of the central leading group on disciplinary inspection in 2018, a report on the central disciplinary inspection of poverty relief efforts and a regulation on assessing Party and government officials.

Facing complicated international situations and arduous tasks of reform, development and maintaining stability, the CPC Central Committee with Xi Jinping at the core led the whole Party and all Chinese people in fulfilling major targets and tasks for economic and social development last year, making important progress on the way toward securing a decisive victory in building a moderately prosperous society in all respects.

China will continue to promote high-quality development and take pursuing supply-side structural reform as the main task, according to a statement released after the meeting.

The country will further deepen market-oriented reform, expand high-level opening-up and speed up efforts in building a modern economy.

Efforts will also be made to seek progress in the tough battles against risks, poverty and pollution and to keep the economy running within a reasonable range, the statement said.

Effective steps should be taken to stabilize employment, the financial market, foreign trade, foreign investment, domestic investment and expectations in order to lay a solid foundation for completing the building of a moderately prosperous society in all respects and to celebrate the 70th anniversary of the founding of the People's Republic of China.

To achieve the economic and social development targets this year, China should coordinate its macroeconomic, structural and social policies and properly implement the proactive fiscal policy, prudent monetary policy and policies to prioritize employment, according to the statement.

Efforts should be made to optimize business environment, foster new driving forces, create a strong domestic market, advance poverty reduction and rural vitalization, facilitate regional coordinated development and strengthen pollution control and the building of ecological civilization, said the statement.

Reforms in major areas should be deepened, all-around opening-up should be advanced, people's wellbeing should be improved and the government's self-improvement should be enhanced.

The meeting acknowledged the performance of the central leading group on disciplinary inspection in 2018 and agreed on its work plan for 2019.

Efforts should be made to expose political deviation in the implementation of the Party's lines, guidelines and policies and the CPC Central Committee's decisions and to curb the practice of formalities for formalities' sake and bureaucratism, the meeting said.

Disciplinary inspection agencies should coordinate with state supervisory agencies, the Party's organization departments and the government audit agencies to ensure thorough supervision, the meeting said.

Noting that it is much needed to inspect poverty alleviation projects, the meeting ordered Party organizations at all levels to correct problems exposed by disciplinary inspectors and crack down on corruption and poor work style occurring in poverty alleviation projects.

The meeting stressed the importance of the regulation on assessing Party and government officials, noting that a correct approach in official assessment must be upheld to encourage the officials' sense of responsibility, their willingness for reform and innovation and their enterprising spirit.

Those who hold dear the Party's political convictions and work with drive should be encouraged and rewarded, whereas those who perform their duties ineffectively or in an unjust way should be warned and punished, the meeting said.

The political standard must be incorporated into every aspect of official assessment to ensure that leading officials and cadres at all levels closely align themselves with the CPC Central Committee with Comrade Xi Jinping at the core in terms of political stance, direction, principle and path, it said.

The meeting also called for improving the measures of assessing officials to make such process a routine and institutional work with full coverage, according to the statement.
