The Hong Kong Special Administrative Region (HKSAR) government on Thursday highlighted the principle of "patriots governing Hong Kong" for the steadfast and successful implementation of "one country, two systems".
The HKSAR government issued a statement as national lawmakers will deliberate a draft decision on improving the electoral system of the HKSAR during the fourth annual session of the 13th National People's Congress (NPC).
Matters concerning the political system of the HKSAR are within the purview of the central authorities, which have the power and responsibility to improve the electoral system in Hong Kong, an HKSAR government spokesman said, adding that the HKSAR government respects the initiative of the central authorities in improving Hong Kong's political system, and will offer its full cooperation.
The principle of "patriots governing Hong Kong" is fundamental to national sovereignty, security and development interests, as well as the long-term prosperity of Hong Kong, he said.
Only through "patriots governing Hong Kong" can the central authorities' overall jurisdiction over the HKSAR be effectively implemented, the constitutional order as set out by the Constitution and the HKSAR Basic Law be effectively safeguarded, and the long-term stability and safety of Hong Kong be achieved, the spokesman said.
HKSAR Chief Executive Carrie Lam also welcomed the deliberation of the draft decision at the NPC annual session and vowed full cooperation, including local legislation and explanation to the public.
As long as Hong Kong implements the national security law in the HKSAR, ensures "patriots governing Hong Kong," and actively integrates into national development, the well-being of Hong Kong people will be guaranteed and Hong Kong's future will become better, Lam said.
