The province has established a special committee to work on policy measures in housing, education, and healthcare that will attract and retain talents to work or start businesses, said Liu Cigui, secretary of the Communist Party of China Hainan Provincial Committee.

According to Liu, Hainan over the past two years has set up over 80 schools, including kindergartens, elementary schools, and secondary schools in partnership with the world's top education institutions, as well as over 50 healthcare facilities with the world's best medical establishments, in order to build the province into a talent magnet.

Moreover, businesses in high-end industries and professionals who are urgently needed will enjoy certain tax exemptions, according to the master plan of Hainan free trade port.

Liu said the province will also improve training for the local workforce to better contribute to the free trade port's development.

Focusing on trade and investment liberalization and facilitation, the Hainan free trade port is being planned to become a globally influential high-level free trade port by the middle of the century.
