The State Council held a policy briefing on Nov. 3, interpreting a guideline on deepening Internet Plus advanced manufacturing, which was passed at the State Council executive meeting on Oct. 30 as part of efforts to develop industrial internet in China.

Chen Zhaoxiong, vice-minister of the Ministry of Industry and Information Technology, Han Xia and Xie Shaofeng, who are, respectively, in charge of technology and communications, and digitalization and software services at the ministry, were invited to elaborate with more details.

According to Chen, the ministry started drafting the guideline in September 2016 and completed it in one year, with a focus on network basis, platform systems, security and application. It also offered six support measures concerning laws and regulations, market supervision, finance and tax support, financing services, talent support and organization mechanism.

Industrial internet plays a key role in building manufacturing power, Chen said. It has pushed the upgrading of traditional industries and achieved more effective and accurate allocation of production, services, and resources through a full interconnectivity of equipment, systems, production areas and different regions. Industrial internet has enhanced comprehensive integration of the processes, such as design, production, management and services, from the single digitalization, which in return promotes the birth of new models, new business modes and emerging industries.

The guideline integrates with other strategies, such as Made in China 2025 and Internet Plus action, and also has its own development goals and major tasks, Chen added.

Han Xia introduced the major tasks in building network infrastructure.

They include internet network upgrades within and outside industrial enterprises, product identity system construction and wider application of the latest version of international internet protocols, or IPv6, in the industrial sector.

During recent development in industrial internet, domestic enterprises have strengthened cooperation, exchanges and coordination with foreign institutions with great results, such as the alignment with Industrial Internet Consortium, an American organization that specializes in accelerating adoption of industrial internet, Han said.

Domestic enterprises are encouraged to further carry on international cooperation to create a favorable environment for pragmatic cooperation, which will lead to win-win results, she added.

Xie Shaofeng introduced the ministry's efforts in improving the capability of security protection.

Efforts have been made to strengthen research on the security system of industrial internet, and establish a multi-layer security protection system of industrial internet to ensure the security of equipment, control, network and data, according to Xie.

A data security protection and management system for industrial internet has been established, making clear the responsibility and requirement of data security protection concerning related parties, while strengthening security capabilities of data collection, processing, and storage.

Security technology means have been promoted, and related enterprises in industrial internet are urged to implement the main responsibility of network security. National professional institutions and social forces are also encouraged to fully play their parts.

Xie said industrial internet platform has established a system for the collection and analysis of massive data in the digital and intelligent demand of the manufacturing industry. It is an application service platform of the manufacturing industry, which plays a key role in industrial operating system and gives full play to the cloud computing platform.

To build a multi-layer and systematic development system for industrial internet platform, efforts should be made to accelerate the cultivation of industrial internet platforms, support industry alliance and cooperation of enterprises and research institutions to carry out test and verification on industrial internet platforms.

Moreover, millions of industrial enterprises are encouraged to be connected through the cloud and create their own apps.

In terms of platform construction, enterprises or scientific research institutions that have operated industrial internet on a certain scale are encouraged to take the lead, along with a joint venture set up by manufacturing companies, internet companies and information communication enterprises, to operate the national platform, Xie said.
