The Luohu district government was ranked 5th among 125 county-level governments sampled in a 2019 governance transparency evaluation. The study was conducted by the Institute of Law of the Chinese Academy of Social Sciences.
Luohu was the only district government in Shenzhen to be included in the evaluation. It ranked 18th in 2017, and 11th in 2018.
Its fast rise in the ranking stems from the unswerving efforts the authorities have made in this field. Luohu took part in the drafting of the provincial standards of Guangdong on government affairs disclosure; rolled out three to-do lists that will bring more convenience to people's lives; and optimized services related to government affairs disclosure.
Luohu is building an early warning mechanism for government affairs information disclosure to promote the normalization and regulation of the work.
Based on the evaluation results of last year, Wang Xiaoming, director of the Luohu Dstrict Governance Transparency Center, pledged the district would continue to make efforts to improve its transparency and better serve the people.
The Luohu district government's official website not only offers explanations of the latest policies, but also provides channels for users to report and complain about anything they think important related to the government.
The website of Luohu government has ranked 1st for four years consecutively in an evaluation of government website performance organized by the Center of Software and Integrated Circuit Promotion of the Ministry of Industrial and Information Technology, making it the only one that has grabbed four championships in a row in the event.
In an evaluation of 452 county-level government websites in 2019, Luohu government's website was ranked first for its good performance in responsiveness, services, management and transparency.
Residents of Luohu can also access government information through the district government's official accounts on social media networking platforms such as WeChat, Sina Weibo and Douyin which keep the users informed of the government's information disclosure in real time, which proved to be useful in rebuking rumors during the COVID-19 pandemic.
Meanwhile, the Luohu government biweekly Friday news conference has become a must see for many locals. The news conference has been held 57 times as of June 12, serving as a bridge that strengthens exchanges between the government and society.
The iLuohu app run by the district government is another front of governance transparency, through which local residents can handle 116 affairs related to the government ranging from birth registration to government subsidized housing applications.
The app now incorporates more than 1,200 kinds of government services and 42 public services that include the district, sub-district and community-level offices.
