"The Luohu government took the initiative to inform us of its subsidy policy. That has helped save us a great deal of trouble in the application," said a manager surnamed Tang of Chow Tai Seng, a jewelry company.

The company received a total of 1.48 million yuan ($213,158) in government subsidy over three days after the company resumed post-epidemic operations in Luohu.

"We are more than happy, and we are moved by the government's heart-warming support," Tang added.

The Luohu government is providing a subsidy to all businesses registered in its jurisdiction, irrespective of scale, as long as they continued to pay tax and social security for their employees on time during the COVID-19 epidemic period.

The government stressed there was no need for an enterprise application, as the fund could be wired to the company's account directly in a short time after the government recognized it was qualified for help.

The district government is offering the subsidy to help enterprises to resolve pressures related to housing rent, financial liquidity and rising labor costs, according to the document it released on Feb. 7, which outlined 10 measures to assist enterprises, including subsidies and services.

As of Feb. 28, a total of 5,069 enterprises in the district were deemed qualified by the government, and the overall subsidy granted to them will be about 364 million yuan.

"The assistance Luohu is giving enterprises is comparable to a timely rain, or a shot in the arm. This is important to stabilize jobs and business confidence," said Chen Lingwei, Party chief and general manager of China Life Property & Casualty Insurance Company Shenzhen branch.

"Obviously, these measures were introduced after heeding the enterprises' advice. That ensures they are very much to the point, so as to help effectively resolve the enterprises' difficulties," Chen added.

Indeed, Luohu had conducted surveys in the wake of the outbreak of the epidemic on the enterprises' practical needs, which covered hundreds of companies, enabling the government to know the enterprises' practical needs more accurately.
