By the end of November, nearly 6,000 employees of enterprises in Luohu received training on work safety organized by the Luohu government's emergency management bureau.
The training is only part of the district's efforts to ensure safety in industrial production and operation.
The Luohu district government has always regarded maintaining work safety in enterprises as its duty and a key priority.
All government departments and organs affiliated to the Luohu District Committee of the Communist Party of China are obliged to ensure that all work safety regulations are put in place and enforced. Officials will be held accountable if any accidents linked to production safety occur as a result of their dereliction of duties.
District authorities have also taken some concrete measures to ensure work safety, which is regarded as an indispensable component of Luohu's business environment as well as its sustainable development.
By the end of this year, Luohu would have completed the construction of its standardized production safety system in about 100 medium and large enterprises as well as 200 small and micro companies. All these companies will be put under a unified supervisory framework.
While urging enterprises to put work safety first, watchdog departments also conduct regular inspections in all major enterprises across a total of 30 industries - inspection standards and "negative lists" are customized for each industry - to help identify hidden dangers at work and nip them in bud.
Government supervisors also keep a close eye on enterprises' self-inspection records to ensure they keep their employees safe and minimize accidents in the workplace.
In addition, Luohu has classified a total of 817 enterprises that use dangerous chemical products in their operations into three grades according to their potential risks. This is done so that the limited manpower of the government can be used more efficiently to address the concerns of the most needy parties.
The district government has also used information and internet technology to improve its oversight of some small civil engineering projects. The project managers use a real time video surveillance system to keep the relevant authorities informed of their work before starting it.
To become more effective, the government has also combined its law enforcement efforts across different departments, which is essential in addressing some acute problems pre-emptively. Meanwhile, the district government is popularizing knowledge of the relevant laws and rules through new media to raise people's awareness of work safety and professionalism when handling work-related emergencies.
Also, insurance companies and third-party risk assessment agencies are encouraged to take part in the government's endeavors to ensure safety in industrial production, thereby improving overall efficiency and professionalism.
Due to the joint efforts of all relevant parties, there is now a common understanding in Luohu that its development must not come at the expense of people's lives and property, and that work safety must be upheld by all.
