Since March 18, the Beijing Municipal Planning, Land, and Resources Management Committee has released 17 documents, implementing a series of reforms that improve the business environment in Beijing, according to a symposium organized by the committee on May 4. By the end of April, the committee had thoroughly reviewed more than 170 construction projects, and approved over 120 social investment projects.
Twelve enterprises and three institutions that examine construction plans took part in the symposium. The reforms undertaken by the committee, according to the participating enterprises, were beneficial in terms of timeliness, cost, and efficiency of project application and construction.
As a key tourist project, the Universal theme park and resort in Beijing has been challenging for project examination and approval, with the page count of its construction plan 10 times the usual. The old ways of handling the examination and approval were overcomplicated and time-consuming, making it impossible to acquire prerequisite permissions within the planned timeframe. The new reforms are designed to improve the business environment, and the project was greatly expedited thanks to effective communication and cooperation of the involved governmental departments as well as the enterprise's good credit record. The process that would have taken two months or more previously was completed in three working days.
Officials from the committee said that they would incorporate suggestions and feedback from enterprises to further improve the regulations on examining and approving construction projects, upgrade administrative efficiency, and create better business environment in Beijing.
