In his speech at the second BRICS seminar, Guo Weimin said that the theme of this year's conference, "Contributing BRICS Wisdom to Global Governance in the Interests of the People," was aimed at promoting the institutionalization of BRICS experience in governance and expanding cooperation.

"It is of great significance for BRICS members to hold discussions on how to build effective global governance and work together to usher in the second 'Golden Decade' of BRICS cooperation," he said.

Guo pointed out that China has actively participated in developing the BRICS mechanism and greater mutual learning will be gained from the expanding exchanges and discussions on governance.

The first BRICS Seminar on Governance was held in China in 2017, during which member states decided that the seminar would be held each year in the country where the BRICS Summit would be held.
