Jiang Jianguo: 'One country, two systems' the best solution for HK, Macao

The "one country, two systems" policy is the best solution to maintain the long-term prosperity and stability of Hong Kong and Macao, said Jiang Jianguo, deputy head of the Publicity Department of the Communist Party of China (CPC) Central Committee and minister of the State Council Information Office of China (SCIO), in a signed article published Wednesday on People's Daily, the official newspaper of the CPC.

The successful practice of the "one country, two systems" policy has proved that it is the best solution to the issues of Hong Kong and Macao left over from history, and the best institutional guarantee for the long-term prosperity and stability of Hong Kong and Macao, Jiang said.

Jiang said that with the aim of implementing the "one country, two systems" policy completely and accurately, understanding the relationship between "one country" and "two systems" is required. The "one country" is the premise and basis of the "two systems," and the "two systems" is subordinate to and derived from "one country."

Jiang called on further facilitating the practice of the "one country, two systems" policy from the following four aspects.

First, strictly act in compliance with China's Constitution and the basic laws of the two special administrative regions. Second, firmly support the governments and chief executives of both regions in accordance with the basic laws. Third, support Hong Kong and Macao to integrate their own development into the overall development of the country. Fourth, develop and strengthen the ranks of patriots who love both our country and their regions.
