The State Council Information Office held a press conference on May 10 in Beijing to brief the media on Hunan's efforts in pursuing high-quality development and promoting the rise of central China and the development of the Yangtze River Economic Belt.

From a spatial perspective, Hunan has further enhanced its edge in development. Specifically, it boasts unique advantages in central China, holds a prominent position across the country, and exerts a profound influence worldwide.

In terms of its advantage in China's central region, Hunan's strength primarily lies in its competitive industrial clusters. It boasts three industries each worth a trillion yuan, 16 industries each worth 100 billion yuan, as well as four national advanced manufacturing clusters. This places it in a position tied with Zhejiang for third in the country. Notably, Hunan is home to the nation's only industrial cluster for an independent secure computing system. Another strength of Hunan stems from its fine development environment. Focusing on bolstering the private economy, providing services for business entities, and improving administrative services, Hunan has established an internet-based government service platform and launched projects to ease the difficulties of businesses. Hunan has seen a consecutive rise in the rankings of a business environment evaluation conducted by over 10,000 private enterprises launched by the All-China Federation of Industry and Commerce. As of 2023, both Hunan province and Changsha city had made it onto the top 10 rankings of business environment domestically, which greatly bolstered the region's private economy and attracted the return of indigenous business that had previously expanded to other provinces. For example, the private economy nationwide contributes to over 50% of the country's tax revenue, 60% of its GDP, 70% of its technological innovation, and accounts for 80% of its urban employment and 90% of its total number of enterprises. By comparison, the private economy in Hunan has contributed to 70% of the province's GDP, 60% of its tax revenue, and over 90% of enterprise-based technological innovation. Moreover, it accounts for more than 90% of both the total number of enterprises and employment in the private sector. Improving the business environment is a key task that requires our consistent and relentless efforts. In addition, Hunan's strength also comes from its advanced development platforms. It serves as the permanent host for the China-Africa Economic and Trade Expo and the International Summit on BeiDou Navigation Satellite System (BDS) Applications. The main drive of the province's high-quality development is taking shape through its hosting of the World Computing Conference and the establishment of the China (Hunan) Pilot Free Trade Zone, the Changsha-Zhuzhou-Xiangtan independent innovation demonstration zone, the industrial relocation demonstration zones in southern and western Hunan, as well as another 139 industrial parks of various types, levels, and sectors.

In terms of its prominent position nationwide, Hunan boasts competitive industries that top the country in their respective fields. It is home to a total of 72 leading enterprises in the manufacturing industry, ranking first in the central region. Furthermore, Hunan also boasts a domestically pioneering reform experience. Consider the trending low-altitude economy, for example. One of the key prerequisites for developing such an economy is the reform of low-altitude airspace management measures. As the nation's only pilot province for integrated low-altitude airspace management reform, Hunan has obtained 12 reform achievements that rank first domestically. In addition, Hunan has acquired the nation's most advanced technologies and equipment. We have made arrangements for the "top 10 technological breakthrough projects" for four consecutive years in a bid to contribute our share toward achieving high-level sci-tech self-reliance and making breakthroughs in core technologies. Over the years, Hunan has seen 21 "most-pioneering and advanced" achievements in these fields.

In terms of Hunan's profound influence worldwide, its rail locomotives have gained a strong global presence. Hunan houses the largest R&D, production, and export base for rail transit in the country. It has also developed electric drive system and network control system for electric locomotives and rail transit. Specifically, related key parts, core spare parts, and major components are developed and manufactured in Hunan. The share of its electric locomotive industry accounts for nearly one-third of the world's market. Moreover, Hunan is a hub for global engineering machinery enterprises. It is not only home to five of the world's top 50 engineering machinery enterprises but also hosts two of the world's top five, namely Sany Group and Zoomlion. With nearly half of their business operations connected to the global market, these enterprises have truly grown into conglomerates and competitive multinationals. Local engineering machinery enterprises from Hunan are engaged in various mega projects worldwide. Hunan also serves as the home of the BDS, which provides global coverage. Leveraging its advantage as the birthplace of original BDS technologies, Hunan has developed a complete industrial chain involving chip design and packaging, navigation devices, application development, and related operations and services. The province has hosted the International Summit on BDS Applications twice, resulting in significant achievements. In addition, Hunan's rice species also bring benefits to the world. The hybrid rice developed by Yuan Longping, an academician with the Chinese Academy of Engineering, has become a staple food choice for people worldwide, contributing to Hunan and China's part in helping to reduce hunger around the world.

Together with you, we share the same moon despite being a thousand miles apart, and we eagerly await the opportunity to walk hand in hand here. Currently, the province is making continuous efforts to build itself into an advanced manufacturing hub, a sci-tech and innovation center with core competitiveness, and a pacesetter for reform and the opening up of inland regions. It is also writing its own chapter in the development of Chinese modernization.
