The abuse of fentanyl-related substances threatens human health, safety, wellbeing, and social progress. Addressing this issue is beyond the capacity of any single country and requires the joint efforts of the international community. China maintains a zero-tolerance attitude towards drugs, including fentanyl-related substances. It continues to take proactive action, apply high pressure, and strike hard, while expanding systemic governance and addressing problems at the source. It continues to improve its drug control system with Chinese characteristics and advance a people's war against drugs in the new era. The battle against drugs has marked steady progress with growing momentum in China.
Strengthening control of fentanyl-related substances by the Chinese government is an important measure to guard against and defuse the new risks and challenges brought about by drugs, and to protect the physical and mental health of the people. It is also an embodiment of China's active participation in promoting global drug governance and maintaining global security and stability. China will, as always, fulfill its commitment to drug control, and fully meet its responsibilities and obligations. To curb the illegal manufacturing, smuggling, and trafficking of fentanyl-related substances, China will continue to implement comprehensive and balanced measures, improve the scheduling of substances, step up inspections and seizures, strengthen monitoring and early warning, reinforce technological support, and employ innovative control methods.
Experience in global drug governance has proved that only by implementing comprehensive and balanced anti-drug measures can we effectively address the drug issue. It is difficult to achieve a fundamental solution to the problem of synthetic drugs, including fentanyl-related substances, by simply imposing control of substances or reducing supply. Through cooperation we form a joint force, and only through co-governance will we achieve win-win results.
China calls on the members of the international community to work together as equals for shared benefit, and strengthen political commitment and practical actions to solve the global drug problem. We should persevere in systemic governance, address problems at the source, and fully recognize the importance of reducing demand and supply simultaneously. We should dig into the deep-rooted causes of the abuse of synthetic drugs represented by fentanyl, and promote the resolution of fundamental issues. We should uphold the principles of openness, inclusiveness, joint contribution, and shared benefit, embrace the spirit of cooperation and trust, advance innovation in both ideas and actions, carry out practical cooperation in addressing the fentanyl issue, and jointly tackle new challenges posed by drugs.
