The Third Plenary Session of the Seventh CPC Central Committee

During June 6-9, 1950, the Seventh Central Committee held its third plenary session in Beijing, tasked to formulate guidelines and policies to turn around the financial and economic situation. Attending the session were 36 members and 27 alternate members, in addition to 43 officials or staff of the provincial-level Party committees and central departments and ministries attending as non-voting observers.

The session set the main strategy for economic recovery and adopted policies and guidelines for all fields. Mao Zedong presided over the opening of the session and delivered a written report entitled "Fight for a Fundamental Turn for the Better in the Nation's Financial and Economic Situation" and an oral speech "Don't Hit Out in All Directions." Reports were delivered by Liu Shaoqi on land reform, by Chen Yun on finance and the economy, by Zhou Enlai on foreign affairs and the united front, and by Nie Rongzhen on the restructuring of the PLA.

This session mainly discussed issues related to finance, land reform, the military and Party rectification, and determined the Party's work focus, basic policies and principles. Mao pointed out that a fundamental upturn would take about three years and depend on three preconditions – completion of land reform, appropriate readjustment of industry and commerce, and a massive reduction in the funds required by state organizations. He emphasized that the current priorities should be land reform, eliminating remnant KMT forces, secret agents and bandits, and overthrowing the landlord class. The meeting refuted erroneous ideas about eliminating capitalism and realizing socialism at an early date.

This was an important meeting in the early period of the People's Republic. It offered guidance for consolidating and developing the revolutionary programs of the Party and the people, overcoming financial difficulties, reviving the economy, and completing the transition from new democracy to socialism.

为制定争取国家财政经济状况根本好转的策略方针,1950年6月6日至9日,中国共产党第七届中央委员会第三次全体会议在北京举行。出席这次全会的有中央委员36人、候补中央委员27人。各省市党委、中央各部委负责人及有关工作人员等43人列席会议。

会议的主要议题是确定党在国民经济恢复时期的主要任务,以及为此必须进行的各项工作和所应采取的战略策略方针。毛泽东主持会议、致开幕词,并在会上作了《为争取国家财政经济状况的基本好转而斗争》的书面报告和《不要四面出击》的重要讲话。刘少奇作了《关于土地改革问题的报告》,陈云作了《关于财政经济工作的报告》,周恩来作了《关于外交工作与统一战线工作的报告》,聂荣臻作了《关于人民解放军整编问题的报告》。

这次会议主要讨论了财政、土改、军事和整党等问题,确定了党在新形势下的工作重心、基本政策和采取的策略方针。毛泽东在报告中指出,实现中国财经状况的根本好转,要用3年左右时间,创造三个条件,即土地改革的完成、现有工商业的合理调整、国家机构所需经费的大量节减。毛泽东强调当前的主要任务是进行土改,肃清国民党残余、特务、土匪,推翻地主阶级。会议明确反对企图提早消灭资本主义实行社会主义的错误思想。

中共七届三中全会是新中国成立初期中共中央召开的一次十分重要的会议,对于巩固和发展党和人民的革命事业,迅速战胜财政经济困难,恢复和发展国民经济,有步骤地实现由新民主主义向社会主义的过渡,具有重大指导意义。
