National Big Data (Guizhou) Comprehensive Pilot Zone
Guizhou is an early mover and great achiever on the big data front. The year 2014 witnessed the birth of its big data industry. In 2015, Guiyang City and Gui'an New Area were approved to jointly create a national-level cluster for the development of the big data industry. At the time, big data had become a powerful engine of high-quality economic and social development. In 2016, Guizhou was granted the right to establish the country's first ever national big data comprehensive pilot zone, which would allow it to carry out systematic experiments in such aspects as management and open sharing of data resources, data center integration, and data resource application.
Since 2015, China International Big Data Industry Expo (Big Data Expo) has been held in Guiyang. The Expo brings together the world's latest big data technologies, products and applications, allowing advanced thinking and ideas to be timely shared with the general public of all countries. It has become a platform through which Guizhou makes its voices heard by an international audience. With growing visibility and influence, this event has helped advance the province's opening-up in depth and breadth.
At present, there are 23 key data centers in operation or under construction in the province, including eight ultra-large ones. That makes Guizhou one of the regions with the largest concentration of ultra-large data centers in the world. It is expected that at the end of the 14th Five-Year Plan period there will be 1 million server racks and 4 million servers in the province, making it the country's largest data center base featuring high security as well as green and intensive operations. Power usage effectiveness (PUE) is often used to measure the energy efficiency of a data center. The energy performance of Guizhou's data centers is above the national average and has reached the world's top levels. The best performers among them report a PUE of just 1.1. To date, Guizhou has attracted investments by a large number of well-known companies at home and abroad, including Huawei, JD.com, Alibaba, Tencent, Foxconn and China's three telecom operators, as well as leading international companies such as Apple, Microsoft, Hewlett-Packard and NIIT. Moreover, Guizhou is working to build a national hub node for the development of the country's integrated computing power network.
Guizhou has attached great importance to cloud computing and smart technologies, and worked hard to exploit the enormous potential of big data. According to the 2021 White Paper on the Development of China's Digital Economy, Guizhou's digital economy grew by more than 15% in 2020, ranking first in the country for six consecutive years.
国家大数据(贵州)综合试验区
贵州大数据起步早、行动快、影响大。2014年是贵州大数据产业发展的“起跑之年”,2015年,贵阳市、贵安新区获批共同创建国家级大数据产业发展集聚区,大数据成为经济社会高质量发展的强大引擎。2016年,贵州获批建设首个国家大数据综合试验区,在数据资源管理与共享开放、数据中心整合、数据资源应用等方面开展系统性试验。
自2015年起,中国国际大数据产业博览会在气候宜人的贵阳举行,全球最前沿的大数据科技、产品、应用模式等会聚于此,与各国公众及时分享先进的大数据思维和理念。数博会已成为贵州理念、贵州声音向世界传递和传播的窗口,品牌力和影响力得到了大幅提高,对外开放的层次和水平得到了显著提升。
目前,全省投入运营及在建的重点数据中心23个,其中超大型数据中心8个,已成为全球超大型数据中心最集聚的地区之一。“十四五”末,全省服务器机架将达100万架、服务器总量将达400万台,力争打造成为全国最大的高安全、绿色化、集约化数据中心基地。电能利用率(PUE)是衡量数据中心的节能指标,贵州数据中心节能高于全国平均水平,达到世界一流,其中节能性最好的多个数据中心PUE仅为1.1。因此吸引了大量国内外知名企业,如华为、京东、阿里巴巴、腾讯、富士康、中国三大电信运营商,以及苹果、微软、惠普、NIIT等在此投资。同时在贵州布局建设全国一体化算力网络国家枢纽节点,构建全国算力网络体系。
“人在干、云在算”,贵州大力培植“智慧树”,开采大数据“钻石矿”。据《中国数字经济发展白皮书(2021年)》显示,2020年贵州数字经济增速超过15%,连续六年排名全国第一。
