Environmental Impact Assessment

Environmental impact assessment refers to such practices as analyzing, forecasting and evaluating the unintended impacts on the environment of various plans and construction projects, and proposing measures to prevent or relieve negative impacts and conduct follow-up monitoring.

In November 1998, the State Council issued regulations on environmental protection of construction projects, specifying the procedures and legal liabilities related to environmental impact assessment.

In October 2002, the Standing Committee of the National People's Congress adopted the Law on Environmental Impact Assessment, which elevated the legal status of environmental impact assessment. The law was revised on two occasions, once in July 2016 and again in December 2018.

In August 2009, the State Council adopted regulations on the environmental impact assessment of various construction and development plans. 

环境影响评价

环境影响评价，是指对规划和建设项目实施后可能造成的环境影响进行分析、预测和评估，提出预防或者减轻不良环境影响的对策和措施，进行跟踪监测的方法与制度。

1998年11月，国务院通过《建设项目环境保护管理条例》，全面规范了环境影响评价的内容、程序和法律责任。2002年10月，全国人大常委会通过《中华人民共和国环境影响评价法》，进一步强化了环境影响评价的法律地位。2009年8月，国务院通过《规划环境影响评价条例》，环境影响评价制度形成“一法两条例”。2016年7月和2018年12月，全国人大常委会两次修正《环境影响评价法》，环境影响评价“放管服”改革不断推进。
