Inter-Regional Cooperation on Pollution Prevention and Control
The 18th CPC Central Committee, at its third plenary session in 2013, decided to establish an inter-regional mechanism for comprehensive land and marine ecosystem protection and restoration and pollution prevention and control.
The amended Law on Environmental Protection, enacted in January 2015, stipulates that joint mechanisms across different administrative regions will be set up for unified planning, standards, and monitoring, prevention and control of pollution and ecological damage of the key regions and river basins.
The document on building a modern environmental governance system, issued in March 2020, also highlighted inter-regional and cross-river-basin cooperation on pollution prevention and control. This once again proves the importance of joint endeavors to environmental governance.
污染防治联防联控
2013年11月，中共十八届三中全会《决定》提出，建立陆海统筹的生态系统保护修复和污染防治区域联动机制。2015年1月施行的新修订的《中华人民共和国环境保护法》，第一次以法律的形式明确规定，国家建立跨行政区域的重点区域、流域环境污染与生态破坏联合防治协调机制，实行统一规划、统一标准、统一监测、统一防治的措施。2020年3月，中共中央办公厅、国务院办公厅印发《关于构建现代环境治理体系的指导意见》，明确提出推动跨区域跨流域污染防治联防联控。中国将污染防治联防联控作为健全环境治理监管的重要方式，推动构建现代环境治理体系。
