The System for Paid Use of Natural Resources
The natural resources here refer to all state-owned land and water resources, minerals, forests, grasslands, sea regions and islands.
Since China began its reform and opening up in the late 1970s, it has gradually established a system for paid use of natural resources, which has supported the protection and rational utilization of natural resources, and safeguarded the rights and interests of the owners.
In December 2016, the State Council issued a document on reforming the system for paid use of state-owned natural resource assets, requiring that the market play a decisive role and the government better play its role in resource allocation, and a sound system for paid use of state-owned natural resources be established as quickly as possible. The document also specified key tasks in relevant fields.
自然资源有偿使用制度
全民所有自然资源是宪法和法律规定属于国家所有的各类自然资源，主要包括国有土地资源、水资源、矿产资源、国有森林资源、国有草原资源、海域海岛资源等。改革开放以来，中国全民所有自然资源资产有偿使用制度逐步建立，在促进自然资源保护和合理利用、维护所有者权益方面发挥了积极作用。
2016年12月，国务院印发《关于全民所有自然资源资产有偿使用制度改革的指导意见》，明确要求坚持发挥市场配置资源的决定性作用和更好发挥政府作用，加快建立健全全民所有自然资源资产有偿使用制度，并对各领域重点任务作出部署要求。
