The Regulation System for the Use of Natural Resources
This system regulates the use of all natural resources within the territorial space for the purposes of daily life, work and eco-environmental conservation. Whoever owns them must develop the natural resources in line with relevant rules, and cannot change the purpose arbitrarily.
The 18th CPC Central Committee, at its third plenary session in 2013, decided to improve this system. The Regulations on the Use of the Natural Ecological Space, issued by the Ministry of Land and Resources in March 2017, set requirements regarding use control, conservation, restoration, implementation, monitoring and assessment in line with the principles of prioritizing the eco-environment, regional coordination, classification of natural resources, and concerted efforts of all sectors.
This regulation system is an important component of the system of institutions for building an eco-civilization. It is an institutional structure for promoting green development.
自然资源用途管制制度
自然资源用途管制制度，即国家对国土空间内的自然资源按照生活空间、生产空间、生态空间等用途或功能进行监管，表明一定国土空间里自然资源无论所有者是谁，都要按照用途管制规则进行开发，不能随意改变用途。
2013年11月，中共十八届三中全会通过《中共中央关于全面深化改革若干重大问题的决定》，提出要健全自然资源用途管制制度。2017年3月，国土资源部印发《自然生态空间用途管制办法（试行）》，坚持生态优先、区域统筹、分级分类、协同共治的原则，在自然生态空间用途管控、维护修复、实施保障、监测评估等方面作出要求。自然资源用途管制制度是中国生态文明制度体系的重要组成部分，是促进绿色发展的一项重要制度安排。
