Compliance with the Convention on Nuclear Safety and the Joint Convention
The Chinese government always attaches great importance to nuclear safety. Having acceded to international conventions in this field, including the Convention on Nuclear Safety (CNS) and the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (Joint Convention), China is committed to fulfilling its obligations to the international community and the responsibilities for protecting the safety of its nuclear facilities, and makes unremitting efforts to achieve and maintain a high level of safety for its nuclear facilities by international standards.
China fulfils its obligations under the CNS and the Joint Convention by submitting periodic national reports, conducting peer reviews with other parties to the conventions, participating in review meetings of the contracting parties to the conventions, and developing and implementing action plans for improvement on the basis of review findings and recommendations. China also actively engages in activities related to the implementation of the conventions organized by the IAEA.
China's compliance framework and mechanisms are constantly adjusted and strengthened as part of the national effort to ensure nuclear and radiation safety. Internal controls for better compliance are reinforced by improved data collection by categories and the rollout of a comprehensive compliance database.
核安全履约
中国政府一贯高度重视核安全,先后加入了《核安全公约》《乏燃料管理安全和放射性废物管理安全联合公约》等国际公约,认真履行对国际社会承诺的各项义务,承担对本国核设施的安全责任,并为达到和维护国际公认的高水平核安全而不懈努力。
按照公约履约要求,中国定期编制和提交国家报告,在各缔约方之间开展同行审议,出席履约审议大会并接受国际社会的审查和监督,对履约会议的成果进行总结分析并制订后续的改进行动计划。中国积极参加国际原子能机构组织的各项履约相关活动。
中国不断调整和优化履约组织机构和工作机制,将履约作为促进国内核与辐射安全的重要手段;制定履约管理程序,对历次履约过程中收集的信息进行分类整理,以形成完整的履约信息库。
