Nuclear Security in China 

Nuclear security constitutes an important pillar of China's national security. China's national legal framework for nuclear security has been constantly strengthened. The laws and regulations in force in this respect include the Regulations of the People's Republic of China on the Control of Nuclear Material and associated implementation guidelines, the Counterterrorism Law of the People's Republic of China, the Cybersecurity Law of the People's Republic of China, and the Nuclear Safety Law of the People's Republic of China. The Regulations of the People's Republic of China on Nuclear Security is under development. 

Efforts have been ongoing to enhance nuclear security regulatory mechanisms. A graded approach is applied to nuclear security systems at nuclear facilities based on the levels of physical protection required for these facilities. Possession, use, production, storage, transportation, and disposal of nuclear material are subject to licensing requirements. Nuclear security response drills and special inspections are regularly organized at key nuclear facilities to maintain the effectiveness of the nuclear security systems. 

China attaches great importance to international cooperation in nuclear security and strictly fulfills its obligations under international conventions such as the Convention on the Physical Protection of Nuclear Material and its amendment, and the International Convention for the Suppression of Acts of Nuclear Terrorism.

中国将核安保作为国家安全的重要组成部分,不断完善核安保国家法律框架 ,先后发布实施了《中华人民共和国核材料管制条例》及其《实施细则》《中华人民共和国反恐怖主义法》《中华人民共和国网络安全法》《中华人民共和国核安全法》,正在制定《中华人民共和国核安保条例》。

中国不断健全核安保监管机制 ,对核设施核安保系统按实物保护等级实行分级管理,对核材料持有、使用、生产、储存、运输和处置实行许可制度,对重点核设施定期组织核安保事件响应综合演练和专项检查以保持系统的有效性。

中国重视核安保国际合作,严格履行《核材料实物保护公约》及其修订案和《制止核恐怖主义行为国际公约》等国际公约的义务。
