VIP Service

VIP Service is an important initiative Guizhou has launched with a view to creating a top-notch business environment in China and contributing to the province's high-quality economic and social development. It requires government agencies to provide most considerate services for businesses and individuals. 

The business environment assessment of Guizhou started in 2017. The Action Plan of Guizhou Province on Integrated Management of Business Environment and the Plan of Guizhou Province on Improvement of Business Environment were successively issued in 2018 and 2019. In December 2020, Guizhou published the Measures on Further Improving the Business Environment and Better Serving Market Entities. In April 2021, it released the Three-year Action Plan for Developing VIP Service and Building a Top-notch Business Environment. All these are intended to continuously improve the province's business environment, making it one of the best in China.

In August 2020, Guizhou introduced one-stop online government services for businesses and individuals. Since then, government service centers at all levels have saved 2.7 million visits and RMB 54 million in costs for related businesses and individuals.

The province-wide one-stop service reform has produced marked results. Investors in Guizhou now have access to services provided by dedicated people, and there are special channels through which they can make inquiries and voice their concerns. Moreover, the investment service hotline "963555" is set up in all cities and prefectures in the province, further facilitating communication between the government and businesses and improving investor services.

The continuous improvement in business environment results in a growing sense of fulfillment and satisfaction among businesses. According to a third-party assessment report, Guizhou's ranking by business environment in comparison with other economic entities in the world rose from 94th place in 2017 to 58th place in 2019, up 36 places in three years.

贵人服务

“贵人服务”是贵州重点打造的营商服务品牌,含意是要把办事企业和群众作为“贵客”“贵人”来对待,打造国内一流营商环境,助力贵州经济社会高质量发展。

贵州从2017年开始进行营商环境体检评估,2018年和2019年相继出台《贵州省营商环境集中整治行动方案》《贵州省营商环境优化提升工作方案》,2020年12月印发《关于进一步优化营商环境更好服务市场主体的若干措施》,2021年4月印发《打造“贵人服务”建设一流营商环境三年行动计划》,旨在推动营商环境持续提升,努力打造国内一流营商环境。

2020年8月,贵州首批“全省通办、一次办成”事项上线,企业和群众实现在“家门口”就能办成事。上线以来,各级政务服务中心为办事企业和群众节省跑腿次数270万次、节约办事成本5400万元。

全省“一窗通办”“一网通办”“一号服务”改革取得明显成效。在贵州投资的客商实现了“咨询有窗口、服务有专人、问题有人管、诉求有渠道”。此外,贵州省投资服务热线“963555”实现市(州)全覆盖,进一步畅通政企对接渠道,优化投资咨询服务。

贵州持续优化营商环境,让市场主体的获得感和满意度不断提升。第三方评估报告显示,贵州营商环境与全球经济体对比排名相当于从2017年的第94位上升到2019年的第58位,三年上升了36位。
