“三区三州”

“三区三州”地区包含西藏、四省藏区、南疆四地州和四川省凉山彝族自治州、云南省怒江傈僳族自治州、甘肃省临夏回族自治州。这些地区不仅贫困发生率高、贫困程度深,而且基础条件薄弱、致贫原因复杂、发展严重滞后、公共服务不足,一直是集中力量攻克贫困的难中之难、坚中之坚。

随着脱贫攻坚深入推进,截至2019年年底,“三区三州”贫困人口减少到43万人,贫困发生率下降到2%。

The Most Impoverished Three Regions and Three Prefectures

The "three regions" are Tibet, the Tibetan ethnic areas of Sichuan, Yunnan, Gansu and Qinghai provinces, and the four prefectures in southern Xinjiang (Hotan, Aksu, Kashi and the Kizilsu Kirgiz Autonomous Prefecture). The "three prefectures" are Liangshan in Sichuan, Nujiang in Yunnan and Linxia in Gansu. 

With a high incidence and high intensity of poverty, poor infrastructure, complex causes of poverty, backward development and lack of public services, these places have remained the toughest challenges in China's poverty alleviation campaign.

Thanks to the great efforts made, the three regions and three prefectures saw their impoverished population dropping to 430,000 and poverty headcount ratio to 2 percent by the end of 2019.
