The 13th Five-Year Plan

“The 13th Five-year Plan,” officially published in March 2016, is the short form for The 13th Five-year Plan of the People’s Republic of China on National Economic and Social Development. The Plan has set the strategic goals for national development from 2016 to 2020, with specific objectives, tasks and measures outlined for implementation. It serves as a guide for market entities and as an important frame of reference by which the government performs its functions. In sum, it embodies the aspirations of the Chinese people for a better life as it sets the goal to build a moderately prosperous society in all respects by the year 2020.

It presented for the first time the Five Concepts for Development: innovative, coordinated, green, open, and inclusive. In order to achieve the goal of building a moderately prosperous society, the Plan identifies targets for economic and social development in five areas:

• steady economic growth at medium-high speed;

• extensive improvement of living standards;

• improvement of the cultural level of the population and a rise in ethical standards;

• overall enhancement of the quality of the environment; and

• well-established systems and structures in different areas.

“十三五”规划

《中华人民共和国国民经济和社会发展第十三个五年规划纲要》简称“十三五”规划,规划起止时间为2016年至2020年, 2016年3月正式发布。“十三五”规划阐明了“十三五”期间的国家战略意图,明确了经济社会发展宏伟目标、主要任务和重大举措,是市场主体的行为导向,是政府履行职责的重要依据,是全国各族人民的共同愿景。“十三五”规划提出了“到2020年全面建成小康社会”的奋斗目标,并首次提出“创新、协调、绿色、开放、共享”五大发展理念。按照全面建成小康社会新的目标要求,“十三五”规划确定了经济社会发展五个方面的主要目标:经济保持中高速增长、人民生活水平和质量普遍提高、国民素质和社会文明程度显著提高、生态环境质量总体改善、各方面制度更加成熟更加定型。
