The Four-Pronged Comprehensive Strategy

During an inspection tour in Jiangsu Province in December 2014, Xi Jinping for the first time talked about the Four-pronged Comprehensive Strategy, which consists of completing the building of a society which is moderately prosperous in all respects, comprehensively expanding in-depth reform, comprehensively promoting law-based governance, and comprehensively enforcing strict Party self-governance.

Speaking to the provincial officials attending a training session at the Central Party School in February 2015, he called this a strategy, which he used to summarize the governance framework of the CPC Central Committee since the 18th National Congress.

This Four-pronged Comprehensive Strategy was formulated to help solve the most pressing problems and issues currently facing the country. It caters to the needs of China’s development reality.

The four prongs are closely interconnected. Together they support the overall development of Chinese socialism. Completing the building of a moderately prosperous society in all respects is the strategic goal and foremost element of the Four-pronged Comprehensive Strategy. The other three are strategic measures that support the strategic goal.

The Four-pronged Comprehensive Strategy is an important guarantee of the Two Centennial Goals and the Chinese Dream of national rejuvenation.

四个全面”战略布局

2014年12月,习近平在江苏省调研时,首次将全面建成小康社会、全面深化改革、全面依法治国、全面从严治党这“四个全面”并提。2015年2月,习近平在中央党校省部级主要领导干部研讨班开班式上,明确肯定“四个全面”是“战略布局”,并且第一次用“战略布局”这个词来概括中共十八大以来党中央治国理政的总体框架。“四个全面”战略布局是从中国发展现实需要中得出来的,是从人民群众的热切期待中得出来的,是为推动解决中国面临的突出矛盾和问题提出来的,适应了中国现实发展的需要。“四个全面”战略布局,既有战略目标又有战略举措,每一个“全面”都蕴含着重大战略意义,相互之间密切联系、有机统一,具有紧密的内在逻辑,是一个整体战略部署的有序展开,共同支撑起中国特色社会主义事业全局。全面建成小康社会是重大战略目标,在“四个全面”战略布局中居于引领地位。全面深化改革、全面依法治国、全面从严治党是三大战略举措,为如期全面建成小康社会提供重要保障,三大战略举措对实现全面建成小康社会战略目标一个都不能缺。“四个全面”战略布局,是中国共产党在新形势下治国理政的总方略,是事关党和国家长远发展的总战略,为实现“两个一百年”奋斗目标、实现中华民族伟大复兴的中国梦提供了重要保障。
