On June 29, 2026, the Fourth China-CEEC Spokespersons Dialogue, hosted by the State Council Information Office of China, was held in Beijing. Representatives of the spokespersons from China and Central and Eastern European countries (CEEC) engaged in in-depth exchanges under the theme "Press Release and the Modernization" and reached the following consensus.
The China-CEEC Cooperation is an important platform for advancing exchanges and cooperation between the two sides and for strengthening China-Europe partnership. The China-CEEC Spokespersons Dialogue should play a constructive role in deepening political mutual trust, enhancing strategic communication, promoting mutual understanding, and fostering people-to-people ties.
Press releases are a critical channel for governments to communicate with the public, address public concerns, and build consensus. The representatives called for regular sharing of practical experiences and typical cases under their respective national governance systems.
Spokespersons should serve as bridges, vividly telling the stories of modernization in their respective countries, showcasing the fruitful outcomes of China-CEEC cooperation, conveying the vision of peace, development and win-win cooperation, and injecting greater momentum into regional peace, stability and prosperity.
The representatives also highlighted the vital role of press releases in emergency response and risk mitigation. They called for improving information release mechanisms for public emergencies, raising professional standards in crisis communication, and effectively addressing public and international concerns through proactive, timely, accurate and authoritative information dissemination.
It was agreed that artificial intelligence (AI) can contribute to improving public services and social governance capacity. The representatives supported exploring the appropriate use of AI in information release and communication, and called for accelerating the digital and intelligent transformation of press release systems.
News ethics and professional standards must be upheld in the age of AI. Information disseminated should be true, objective and impartial. The representatives also emphasized the need to guard against the risks posed by misinformation, in order to safeguard the authority and credibility of press release.
The representatives fully acknowledged the great value of the China-CEEC Spokespersons Dialogue mechanism, and agreed that it should be held on a regular basis to build a steady, sustained platform for professional exchange.
The representatives agreed to actively engage in bilateral and multilateral exchanges within the framework of the Dialogue, and to carry out activities such as exchange visits, training programs and seminars, with the aim of promoting exchanges and mutual learning and continuously improving professional capabilities and the level of cooperation.
The representatives unanimously agreed that this consensus would serve as the core outcome of the Fourth China-CEEC Spokespersons Dialogue, providing guidance for long-term exchanges and cooperation in the field of press release between China and Central and Eastern European countries.
The representatives expressed their readiness to use press release cooperation as a bond to further deepen mutual understanding and friendship between the peoples of China and Central and Eastern European countries, and to ensure solid public opinion support for the steady and sustained progress of China-CEEC cooperation.
