China will continue to strengthen the system for commercializing scientific and technological achievements of universities during the 15th Five-Year Plan period (2026-2030), said Du Jiangfeng, vice minister of education, at a press conference in Beijing on Wednesday.

In recent years, China has established a system for translating university scientific and technological achievements into industrial strength, featuring a combination of national centers and local hubs, Du said.

At the national level, China has been establishing regional technology transfer and commercialization centers for universities. Key regions, including the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, launched an initiative to build platforms to accelerate regional technology transfer and commercialization, bringing together government, industry, universities, research institutions, and financial resources, according to Du.

The vice minister said that in the two years since the initiative began, more than 50 shared technology platforms have been established, along with a specialized team of nearly 400 professionals. More than 270 proof-of-concept projects have been conducted, giving rise to over 450 technology startups.

Du noted that the Ministry of Education will further strengthen regional technology transfer and commercialization centers for universities, and continue to develop proof-of-concept and pilot-scale testing platforms during the 15th Five-Year Plan period.

At the local level, Du said, efforts have been made to shift the development of science and technology parks from a discipline-oriented approach to an industry-oriented one, fostering deeper integration between higher education and regional industries. The reform has been piloted in Shandong and Zhejiang provinces, Du added.

Meanwhile, the ministry will guide local authorities to optimize and restructure national university science and technology parks at the provincial level in line with local conditions, turning them into sources of innovation for high-quality development.
