During the 15th Five-Year Plan period (2026-2030), the General Administration of Customs of China (GACC) will step up efforts to facilitate import by expanding market access, improving customs supervision, and strengthening services, said Wang Jun, spokesperson and vice minister of the GACC, at a press conference in Beijing on Wednesday.

Wang said China is now a major trading partner for more than 160 countries and regions around the world, with imports sourced from a wider range of markets, covering more product categories and featuring a more optimized mix.

Noting that the GACC plays an important role in implementing China's initiative to expand domestic demand and boost consumption, Wang said that efforts will be made to expand imports to better meet consumer demand.

To optimize market access, the GACC will continue to innovate regulatory models and further streamline quarantine approval procedures for imported agricultural and food products while ensuring safety, so as to diversify import sources, Wang said.

Since the beginning of this year, China has granted market access to various agricultural and food products from 79 countries. Agricultural and food imports now come from more than 150 countries and regions around the world, according to Wang.

In terms of customs supervision, Wang said that the GACC will continue to streamline customs clearance procedures, reduce cross-border logistics costs, and ensure that fresh agricultural and food products will be accessible to consumers at more affordable prices. Tariff concession measures under various free trade agreements will be effectively implemented, and the acceptance of inspection results issued by qualified third-party institutions will be steadily expanded to facilitate the import of more consumer goods with greater efficiency.

Speaking of enhancing services, Wang said that the GACC is committed to optimizing inspection measures for imported consumer goods such as cosmetics, enabling new products to enter the Chinese market at the same time as their global launches.

It will also improve regulatory measures that facilitate the conversion of imported exhibits into commercial products, and support inbound consumption by further streamlining the departure tax refund procedures for overseas travelers, Wang said.

"As China's domestic economy continues to strengthen and consumer potential is steadily unleashed, consumers will enjoy a wider selection of high-quality products from around the world, while countries around the globe will reap greater market opportunities from China's expanding imports," he said.
