Green Supply Chains

Green supply chains are built on the concepts of management of green manufacturing and supply chains, with environmental protection incorporated into every activity in the whole process from materials supply, processing, packaging, storage, transportation, use, discarding, to recycling. Product-related environmental management needs to be strengthened to minimize the impact on the environment and maximize the efficiency of resource utilization. Green ideas will guide the suppliers, producers, sellers and customers to change their approach to management and behavior.

The Chinese central authorities value innovative development of modern supply chains. The report to the CPC's 19th National Congress championed the idea of fostering new growth areas and drivers of growth in modern supply chains.

In April 2018, eight central ministries or regulatory bodies including the Ministry of Commerce jointly issued a circular about innovative development of modern supply chains. Eligible cities and enterprises were encouraged to apply to be pilots in building green supply chains to gain experience in environmental improvement.

In building green supply chains, the government and the market will play their roles in supporting green development. On the one hand, local governments should take the lead in green procurement, adopt relevant institutions to support the green supply chains, and thus pass on the pressure and motivation of environmental improvement to every enterprise on the whole industrial chain. On the other hand, each enterprise, be it purchaser or supplier, should assume duties in environmental improvement, share the costs, control the risks, and seek support from the customers and the general public, so as to become stably and sustainably competitive in the market.

绿色供应链

绿色供应链以绿色制造和供应链管理理论为基础,将环境保护纳入物料获取、加工、包装、仓储、运输、使用、报废和回收处理的全生命周期中,加强产品环境管理,追求环境影响最小化、资源效率最大化,是涉及供应商、生产厂、销售商和用户的绿色管理理念、行动指南和转型方向。

中共中央、国务院高度重视现代供应链创新发展。中共十九大提出要在现代供应链等领域培育新增长点、形成新动能。2018年4月,商务部等8部门联合下发《关于开展供应链创新与应用试点的通知》,以构建绿色供应链为重点,引导地方和企业践行绿色发展理念,发展全过程全环节的绿色供应链体系,促进生态环境质量改善。

绿色供应链的构建,将有效发挥政府和市场作用,服务和支撑绿色发展。一方面,地方政府既要率先垂范,强化政府绿色采购等行为,又要建章立制,为绿色供应链提供制度保障,最终将治理环境的压力、绿色发展的动力传导到产业链条上的每家企业。另一方面,绿色供应链上的每家企业,无论是供应商还是采购商,都要全面履行环境治理主体责任,实现环境成本合理分担、环境风险整体防控,争取消费者和公众支持,从而获得更为稳定、长久、可持续的市场竞争力。
