Silk Road of Innovation
Talent management is key to effectively implementing the Belt and Road Initiative. At the Silk Road Forum in Warsaw on June 20, 2016, President Xi Jinping emphasized the unique role talent development can play in leading the way in this regard. It is important, he pointed out, to promote research on courses of action and means to achieve the goals of the initiative, so as to inform decision-making with regard to strategic planning and alignment, policy coordination, and the design of mechanisms. Also crucial is effective dissemination of information about the guiding principles of the initiative and interpretation of policies so as to better reach out to the people.
Addressing the Legislative Chamber of the Uzbek Supreme Assembly on June 22, 2016, Xi proposed the establishment of a technical cooperation alliance under the Belt and Road Initiative to facilitate training and capacity building.
Any new progress in implementing the initiative will, to be sure, be accompanied by new challenges. Overcoming these challenges requires brainpower and expertise. It is therefore vital for countries to learn from each other and join hands in finding solutions. The objective of a Silk Road of innovation is to enhance talent development and exchange of expertise in response to any shortfall of skilled personnel in countries along the proposed Belt and Road.
智力丝绸之路
推进“一带一路”战略,人才是关键。2016年6月20日,习近平主席在华沙出席丝路国际论坛时提出, 智力先行,强化智库的支撑引领作用。加强对“一带一路”建设方案和路径的研究,在规划对接、政策协调、机制设计上做好政府的参谋和助手,在理念传播、政策解读、民意通达上做好桥梁和纽带。两天后的6 月22日,他在乌兹别克斯坦最高会议立法院发表演讲时明确提出,中方倡议成立“一带一路”职业技术合作联盟,培养培训各类专业人才,携手打造智力丝绸之路。在“一带一路”建设推进过程中,会面临很多新问题、新挑战,需要越来越多的智力和人才支持,需要各方相互学习、取长补短,共同提出解决方案。当前,“一带一路”沿线国家人才短缺的问题不同程度地存在,智力丝绸之路的主要目标是推进沿线国家人才培养和智力交流。
